Mr Carper's tractor trailer was put out of service after inspection.

On this same day Arlow Kiehl arrested on a an arrest warrant and taken before the Judge for failure to respond to a citation by the PA State Police.

The PA State Police were ahead of their time at New Holland enforcing Federal Motor Carrier Laws. At the 2007 Horse World Expo the PA State Police conducted a seminar on the requirements for horse trailers including CDL requirements, Medical Cards, Weight Limitations, etc. Across the United States horse owners have become aware of the state and federal requirements that have applied for several years, but for some reason horse trailers escaped inspection.

Members of PSP commented that the rigs that had problems also carried horses that had welfare problems.
